UAE VAT registration is the step that lets a business charge VAT, recover VAT on its costs and file returns with the Federal Tax Authority (FTA). This guide is for founders and finance leads setting up a new UAE business who want to know whether they must register, when, and how. By the end you will be able to check your position against the FTA thresholds, prepare your documents and complete the application on EmaraTax.
We keep to what the FTA publishes on tax.gov.ae. The content is general information, not professional advice, and UAE tax rules change, so confirm each figure and date with the FTA or a qualified adviser before you act.
Key Takeaways
- UAE VAT registration is mandatory when taxable supplies and imports pass AED 375,000 in 12 months, or are expected to in the next 30 days.
- Voluntary UAE VAT registration is open from AED 187,500 of supplies, imports or taxable expenses, which helps new businesses recover start-up VAT.
- Apply within 30 days of becoming liable, using EmaraTax and a UAEPass account.
- The FTA issues a UAE VAT TRN, which must appear on every tax invoice and return.
- Returns are normally quarterly and due by the 28th day after each period, so set a calendar early.

What UAE VAT Registration Means
UAE VAT registration is the process of enrolling a business with the FTA as a VAT taxable person. The FTA is the federal authority that administers VAT, and EmaraTax is its online portal. Once approved you receive a Tax Registration Number (TRN) and must charge VAT, issue tax invoices and file returns. The FTA VAT page shows the standard rate as 5%.
Think of UAE VAT registration as switching on three abilities at once. You can charge VAT on taxable supplies, you can recover the VAT you pay on eligible business costs, and you take on the duty to report both in a return. Without a TRN you cannot lawfully charge VAT, which is why timing matters.
Who Can Apply
The FTA says any natural or legal person carrying out an economic activity in the UAE can apply, even without a trade licence. Sole establishments owned by the same person share one TRN, and branches are covered under the parent company's single TRN. The FTA also describes tax groups, where closely related persons register as one taxable person.
Who Must Register: The VAT Registration Threshold UAE Businesses Face
A UAE resident business must register when the value of its taxable supplies and imports exceeds AED 375,000 over the previous 12 months, or when it expects to exceed AED 375,000 in the next 30 days. This is the mandatory VAT registration threshold UAE businesses watch. Non-residents making taxable supplies in the UAE must register regardless of value.
The FTA's Taxable Person Guide explains what counts toward the figure. Supplies of goods or services made in the UAE in the course of business count, and so do imports that would have been subject to VAT if supplied locally. Exempt supplies and any one-off sale of a capital asset are excluded from the calculation.
Either of two tests can trigger the duty to register. The backward-looking test uses a rolling 12 months. The forward-looking test uses your expectation over the next 30 days, supported by contracts or purchase orders.
| Item | Mandatory UAE VAT registration | Voluntary UAE VAT registration |
|---|---|---|
| Threshold | AED 375,000 | AED 187,500 |
| What is measured | Taxable supplies and imports | Supplies, imports or taxable expenses |
| Look-back test | Previous 12 months | Previous 12 months |
| Forward test | Expected in next 30 days | Expected in next 30 days |
| Deadline to apply | Within 30 days | Optional |
Non-Residents and the Threshold
The mandatory threshold does not apply to foreign businesses. A non-resident making taxable supplies in the UAE must register whatever the value, unless another UAE person is responsible for accounting for the VAT. Foreign sellers should check this before their first invoice.
A Worked Illustration
Consider a Dubai design studio that began trading six months ago and has invoiced AED 40,000 a month, so AED 240,000 in total. It is below the AED 375,000 mark on the look-back test. Then it signs a contract worth AED 400,000 to be delivered next month. The forward test is now met, so the studio has 30 days from that date to apply. This is an illustrative scenario, not a real client case.
When Voluntary UAE VAT Registration Makes Sense
A business below the VAT registration threshold UAE rules set at AED 375,000 may still register voluntarily once its taxable supplies, imports or taxable expenses exceed AED 187,500 over 12 months, or are expected to in the next 30 days. Voluntary registration mainly helps start-ups recover VAT on set-up costs and obtain a TRN for dealing with VAT-registered customers and suppliers.
The FTA's Taxable Person Guide lists three common reasons: recovering VAT on expenses, avoiding irrecoverable VAT in your prices, and obtaining a TRN that supports cash flow on purchases from outside the UAE.
The Start-Up Cost Case
The guide gives the example of a shoe retailer that has not yet begun trading but expects AED 200,000 of VAT-bearing costs for fitting out premises and buying stock. Because that expected expenditure in the next 30 days exceeds AED 187,500, the retailer may apply to register voluntarily. Costs, not sales, open the door.
The Trade-Off
Voluntary UAE VAT registration still brings every duty: charging VAT, compliant invoices and on-time returns. If your customers are consumers who cannot recover VAT, a 5% charge may make you look dearer. Weigh recovered input VAT against the extra admin.
The 7 Steps to UAE VAT Registration
UAE VAT registration follows seven steps: check your position, confirm your deadline, gather documents, set up UAEPass and EmaraTax, complete the application, respond to FTA queries, and set up invoicing and a return calendar. The FTA describes the online application as taking about 45 minutes once your documents are ready.
- Check whether you must or can register.
- Confirm your 30-day deadline.
- Gather and align your documents.
- Set up UAEPass and your EmaraTax account.
- Complete and submit the VAT application.
- Answer FTA queries and receive your TRN.
- Set up invoicing, books and a return calendar.
Step 1: Check Whether UAE VAT Registration Applies
Add up your taxable supplies and imports for the last 12 months, then estimate the next 30 days from contracts and orders. Leave out exempt supplies and one-off capital asset sales. If you are over AED 375,000 on either test, you must register. If you are over AED 187,500 including taxable expenses, you may register.
Step 2: Confirm Your 30-Day Deadline
The FTA's registration page says UAE VAT registration must be applied for within 30 days of becoming liable. Write down the date you crossed the threshold, or first expected to. We recommend a simple monthly check in your bookkeeping so the date is never a surprise.
Step 3: Gather and Align Your Documents
Collect every document in the checklist below and make sure names, licence numbers and ownership details agree across them. Save PDFs under the FTA's 15 MB per-file limit and name them clearly.
Step 4: Set Up UAEPass and EmaraTax VAT Registration
The FTA states that its services are available only through UAEPass, so the authorised person needs a UAEPass account first. EmaraTax VAT registration then starts by signing up for an EmaraTax account through the FTA website and activating it. From the dashboard you create a new Taxable Person Profile.
Step 5: Submit the UAE VAT Registration Application
Open the Taxable Person Account from the profile, click Register under Value Added Tax, and complete each section. You will enter entity details, licence information, ownership, authorised signatories, expected supplies and the declaration of taxable supplies. Upload the supporting documents, review everything and submit. EmaraTax is available around the clock.
Step 6: Answer FTA Queries and Receive Your TRN
The FTA estimates 20 business days to process a completed application. If it needs more information it will ask through the portal, so check your account regularly. Once approved, the VAT registration certificate showing your TRN is available in your EmaraTax e-Services dashboard.
Step 7: Set Up Invoicing, Books and a Return Calendar
UAE VAT registration is the start, not the finish. Update your invoice template with your TRN and the wording the FTA requires, agree a document cut-off date with whoever keeps your books, and diarise your first return. In the UAE filings we support, the most common delay is missing purchase invoices, so fix that habit now.
Documents to Prepare Before You Apply
The FTA registration page lists the documents for a typical UAE VAT registration application. Having them aligned before you open EmaraTax is the single best way to avoid a stalled UAE VAT registration. Each file must be a PDF of no more than 15 MB, and requirements vary with your entity type.
Identity and entity documents:
- Certificate of incorporation, memorandum of association or partnership agreement, where applicable.
- Commercial registration certificate or equivalent licensing document.
- Trade licence and any branch licences.
- Emirates ID and passport copies of owners and authorised signatories.
- Power of attorney for authorised signatories, where required.
Business evidence:
- A stamped and signed declaration of taxable supplies and monthly sales since establishment.
- Supporting invoices, purchase orders, contracts or lease agreements.
- For an expenses-based voluntary application, at least five VAT invoices above the registration threshold.
- Evidence of expected revenues, such as stamped and signed contracts or purchase orders.
- An optional bank letter in the company name, and customs information if relevant.
A Practical Checklist Habit
Before uploading, read the licence, passports and declaration side by side, checking spelling, share percentages and dates. If your licence is still being arranged, our UAE trade license assistance service can help you line up the paperwork first.
Your UAE VAT TRN and Effective Date
The UAE VAT TRN is the Tax Registration Number the FTA issues when it approves your application. It identifies you as a VAT registrant, must appear on your tax invoices and returns, and is shown on your registration certificate in EmaraTax. The effective date of registration is set separately and depends on how you qualified.
According to the FTA's Taxable Person Guide, a mandatory registration based on the past 12 months takes effect from the start of the month after the month in which you were required to register. A registration based on expectation takes effect from the day you had reasonable grounds to expect to exceed the threshold. A voluntary registration takes effect from the first day of the month after you apply, or an earlier agreed date. The FTA may also agree an earlier date.
Why the Effective Date Matters
From the effective date you must charge VAT on taxable supplies. Treat it as the date your VAT obligations really begin, because supplies made after it without VAT can leave you out of pocket. The FTA site also offers a TRN verification tool, useful before you rely on a supplier invoice.
UAE VAT Return Period and Deadlines
The standard UAE VAT return period is three calendar months, ending on a date the FTA determines. The FTA can assign a different period, such as monthly, to certain taxable persons. The return and any payment must reach the FTA by the 28th day after the period ends, or by another date the FTA directs.
Your assigned period appears in your EmaraTax account, so use that rather than assuming. If the due date falls on a weekend or national holiday, the deadline moves to the next working day. Payment must be received by the FTA by the deadline, not merely sent.
What the Return Reports
The return reports standard-rated, zero-rated and exempt supplies, output VAT charged, purchases and input VAT you want to recover, and corrections from earlier periods. The net figure is payable to the FTA or refundable to you. See our UAE VAT filing page for how we handle it.
Filing and Records
The FTA's returns guide says to log in to the e-Services portal, open the VAT tab, enter net amounts and VAT for sales and purchases, submit, then pay through My Payments. Its Taxable Person Guide says to keep records for at least five years after the tax period, longer in some cases such as real estate.
Tax Invoice Basics After UAE VAT Registration
A tax invoice is a written record of a taxable supply and the main evidence customers need to recover VAT. The FTA says a tax invoice must be issued and delivered within 14 calendar days of each taxable supply. A full invoice carries more detail than a simplified one, and each type has set conditions.
| Invoice type | When it can be used | Key content |
|---|---|---|
| Full tax invoice | Standard case | "Tax invoice", number, dates, TRNs, description, VAT in AED |
| Simplified tax invoice | Recipient not VAT registered, or registered and the price is AED 10,000 or less | "Tax invoice", supplier name, address and TRN, date, description, total and VAT |
What a Full Invoice Includes
The FTA's invoice guidance lists the words "tax invoice", a sequential number, the issue date, and the supplier name, address and TRN. It also lists the recipient details, a description, unit price, quantity, VAT rate and amounts in UAE dirhams, any discount, and total VAT. Reverse charge supplies need a specific statement.
Credit Notes, Foreign Currency and E-Invoices
Correct invoice errors through tax credit notes or additional tax invoices. Convert foreign currency to dirhams using a Central Bank approved rate. Electronic tax invoices are allowed if authenticity and integrity are guaranteed and a copy is stored securely. Check the FTA site for newer electronic invoicing guidance.
Penalties, Free Zones and Corporate Tax
Late or missing UAE VAT registration, late returns and wrong returns can all attract administrative penalties from the FTA, and penalty amounts are amended from time to time. The FTA announced that Cabinet Decision No. 129 of 2025 amending the penalty schedule took effect on 14 April 2026, so always read the current table.
We keep penalties general on purpose. The FTA's registration page confirms that late applications incur a penalty under the applicable legislation, and the April 2026 announcement says the amendments cover VAT-related violations without giving figures. Treat any older penalty amount you find online as unverified until you check the current Cabinet Decision.
Free Zones and Tax Groups
VAT treatment of free zone transactions can differ depending on whether the zone is designated for VAT purposes, so confirm your zone first. Our UAE free zone company setup page and the guide on UAE free zone vs mainland company explain the structural choice. Related businesses may also consider a tax group, for which the FTA publishes a user guide.
VAT Is Not Corporate Tax
UAE VAT registration does not replace corporate tax registration. They are separate obligations. Our UAE corporate tax registration service and the UAE corporate tax registration guide cover the second one, and many new companies plan both together.
How Livida Fits In
Livida is based in India and supports UAE clients remotely, with no UAE office. We can prepare your documents, work through the application with you as the authorised person, and then take on filing from reconciled books through our UAE VAT registration and UAE VAT filing services. The return is a short summary; the classification decisions behind it, such as reverse charge, free zone treatment and blocked expenses, are where accuracy is decided.
Common Mistakes to Avoid
Most problems with UAE VAT registration come from timing and documents rather than complexity. Our experience is that these points come up most often with new organisations, starting with timing.
- Waiting for a notice. The FTA does not warn you when you cross the AED 375,000 mark. UAE VAT registration is self-assessed.
- Ignoring the forward test. A signed contract can trigger UAE VAT registration before your 12-month figure does.
- Counting the wrong things. Exempt supplies and one-off capital asset sales are excluded from the threshold.
Then the paperwork and follow-up mistakes.
- Mismatched documents. Licence, passport and ownership details must agree before you upload.
- Missing UAEPass. Without it, the authorised person cannot reach EmaraTax.
- No return calendar. The 28th day arrives quickly, and payment must be received by then.
- Weak invoices. A tax invoice without the right particulars can block your customer's input VAT claim.
- Assuming old penalty tables apply. Penalties were amended in 2026, so use current FTA information.
Summary
UAE VAT registration is mandatory once taxable supplies and imports pass AED 375,000, and optional from AED 187,500 including taxable expenses. EmaraTax VAT registration must be done within 30 days with a UAEPass account and aligned documents. The FTA then issues your UAE VAT TRN, and the UAE VAT return period is normally three months, with filing by the 28th day.
Conclusion
The practical path through UAE VAT registration is simple when you prepare in order: test your thresholds, line up your documents, complete EmaraTax VAT registration and build your invoicing and return calendar straight away. Doing so protects your VAT registration threshold UAE position, your UAE VAT TRN records and your UAE VAT return period deadlines.
